National Standard Practice Manual for Distributed Energy Resources Released

August 19, 2020 — E4TheFuture, coordinator of the National Energy Screening Project, announces publication of the National Standard Practice Manual for Benefit-Cost Analysis of Distributed Energy Resources (NSPM for DERs).

This guidance document provides a comprehensive framework and supporting concepts for sound, consistent, and balanced benefit-cost analysis (BCA) of DERs, including energy efficiency. The manual can help jurisdictions identify the full range of DERs where benefits exceed their costs and develop BCA practices that align with their goals and objectives.

“The National Standard Practice Manual provides neutral and objective guidance that incorporates lessons learned across the country during the past two decades,” said E4TheFuture’s Steve Cowell. “It responds to current needs and addresses relevant policies and goals of each jurisdiction undertaking investments in distributed energy resources.”

Covered resources: Energy efficiency, demand response, distributed generation, distributed storage, electric vehicles, and building electrification. The manual provides guidance for conducting BCAs of single and multiple DER types and includes use case examples that illustrate BCA for various DER combinations and applications.
