February 21, 2025 — E4TheFuture, coordinator of the National Energy Screening Project (NESP™), published the latest NESP News including updates about the OpenBCA Tool project launch, the Database of Screening Practices (DSP) migration to its new home at ACEEE, and an announcement about publication of State Benefit-Cost Analysis Practices: Accounting for Non-Utility System Impacts of Select Distributed Energy Resources, a report prepared for NESP by AnnDyl Policy Group.
State BCA news and updates include details about Oregon PUC, Washington UTC, and Virginia SCC. The newsletter covers the use of the National Standard Practice Manual™ (NSPM) in the context of system planning, VPPs, energy efficiency, and more.
Recently published case studies for Maryland and Michigan are introduced, and an article on “DER Investments – Energy Affordability and Other Metrics” by Ida Weiss (Synapse Energy Economics) and Greg Ehrendreich (Midwest Energy Efficiency Alliance) provides insight into forthcoming case studies following a 2024-2025 Distributional Equity Analysis process.
In late 2025, NESP expects to publish an update to the NSPM for DERs, which will incorporate learning from NSPM use in jurisdictions across the U.S. and Canada and expand on key benefit-cost analysis topics. The update planning process begins this quarter.
