State Updates
In a deep-dive article, Michigan and Maryland illustrate how states can develop a consistent cost-effectiveness test for all distributed energy resources using the NSPM, but where regulatory processes may differ.
The NSPM is informing cost-effectiveness analysis of DERs in 12 states, and it has been referenced or recommended in another 30 states (plus three Canadian provinces). NSPM guidance is used, for example, in the context of evaluating investments in non-wires alternatives, transmission and distribution plans, and informing discount rate selection.
